In 1st Edition and 2nd Edition, there were no NPC Classes. Instead, characters with no adventuring classes were considered 0-Level Characters (sometimes called "Normal Men") with less than 1 Hit Dice. In 3rd Edition, charactes with this class would probably belong to the adept, aristocrat, commoner, or expert classes.
