Night of the Walking Dead, Touch of Death or Feast of Gobylns - any of these would be my suggestion. The first two should be easy to convert/complete within your time frame. The Feast module should be too, but you'll probably have to condense/eliminate parts of it.

So, last night I re-watched Dan Curtis' Dracula (made in 1974). Not the most riveting version of the story, but the movie stars Jack Palance as Dracula. To me, he looks like a real life Strahd Von Zarovich. Thoughts?

I think I would make it require a material component (like the vial of blood you suggested) of the Foe the caster wishes to find - for each casting. Especially for the initial ritual casting. That way they can't/wont/shouldn't go all willy-nilly with casting it to find their next Foe.

Perhaps they have begun using lethal poisons in the food & beverages that they taint. Or perhaps they have used burning effigies, that resemble the nobles/aristocracy. Some might have thrown acid at/on some of the aristocracy, scarring the poor soul hideously. If you want the Veille Nuit to fram...
