Tepest is a domain of rural horror. Whereas most of the domain is plagued by nasty weather, nonarable soil, and most of all malicious fey, Viktal seems to be a haven of serene, pastoral beauty. Existing as the sole community of significance in Tepest, Viktal seems - on the surface - to be a place of utopian rustic simplicity. People here seem to treat each other - and newcomers - with friendliness, and the surrounding fields are bountiful. However, the peaceful exterior and cheery veneer come at a cost. A feeling of constant observation hangs over the town, though such feelings are dismissed as fey tricks. The townspeople cling to hopeful, naturalistic creeds to shroud quiet desperation. The regular festivals frequently involve the Tithe, a seasonal human sacrificial ritual[1].
"Mother", the central figure of their worship, is actually Mother Lorinda a malevolent green hag. She demands such sacrifices in order to live out her fantasies of having children, all simply named Laoirse. Lorinda presents herself as a benevolent, motherly figure. Her will is done by Mother's Minders, the closest of her worshipers, who poke out their own left eyes as a sign of devotion[2].
Mother Lorinda frightens away the fey from Viktal and the immediately surrounding lands. However, mortals in any other part of Tepest are fair game for the feys' malevolent depredations. Queen Maeve of the Seelie Court and Prince Loht of the Unseelie Court rule their kingdom from beneath Mount Arak and the rest of Tepest. The fey of Arak hold surface mortals in contempt for wrongs of long bygone eras[3].
