Agent Foxe is a minor character in "A Darkness Falls". She is a member of the organization known as the Men in Black, and appears in the story as the partner (and subordinate) of the Other,
although she only seemed to know the latter by their identity as a fellow Man in Black, rather than an immortal, body-hopping spirit.
Background
Agent Foxe was a harsh-spoken, harsh-faced woman, who appeared to be very much a stickler for the rules.
Nothing is explicitly said of her early life, but it is possible that she was a genuine law enforcement officer at some point, and joined the Men in Black at a later date. Her words indicated she was a champion of law and order, and held considerable disdain for the Society of the Wandering Eye, seeing them mostly as drug-runners and disturbers of crime scenes. The Other defended her to the One, however, claiming that agent Foxe had been badly hurt in the past, and that the Other was counseling her.
Agent Foxe proved to be protective of young children through her deeds if not her words, and took a genuine shine to one young boy who asked to drive in her car, and later turned to be born of the Linden Clan. She resolved to leave the Men in Black and take the child with her so she could raise him in safety - with the full blessing of the Other, who believed it would have been good for both her and the child.
Current Sketch
Sadly, agent Foxe was gunned down by Griffin before she could put her plan into action. Because she died in close proximity to the Other, who had likewise been shot, her body became the spirit's next vessel. The process of regeneration that followed erased all the little imperfections of her appearance, and her eyes briefly became the Other's signature shade of arctic blue before they turned full-black due to the spirit's initiation in the Men in Black.
