Also called the Councilors[1], the Council of l'Morai are the interpreters of the Statutes of l'Morai. They represent the needs of the citizens of the City of l'Morai and preside over matters of justice for the citizens, but the Councilors hardly care for the performers and freaks of the Carnival l'Morai[2], whom exist as exiles and outcasts from l'Morai. (They are ruled by their carnival master, whom handles matters of justice only affecting Carnival l'Morai.) However, the Council includes the Puppetmaster, the master of Carnival l'Morai[3], though many citizens consider him as much of a freak as the subjects he rules over. The Council of l'Morai may entertain motions of dismissal of charges[4], but they bow to the popular vote and collective will of the city's citizens regarding ultimate guilt or innocence. Because the citizens' fickle nature, justice can change with however the wind blows.[5] Furthermore, the Councilors must inflict the living death (not to be confused with the Living Death RPGA campaign) for any serious crimes.[6]

The seat of authority and meeting place for the Council of l'Morai is the Council Hall.[7]

The Dark Truth of the Council

Although they appear to be a simple government body, there is a sinister truth behind the Council. All of them are former masters of Carnival l'Morai, unaging tyrants that formerly bore the ruby pendant that holds the statues of Tidhare and Qui-sah and were thus cursed. Even Juron Cygne, the first carnival master, still lives.[8] Thus, they all know that the freaks of Carnival l'Morai exists as a dumping ground for the transgressors against the Statutes of l'Morai, but more so it serves as an outlet for the City's citizens to vent out their evil aggression (even murder) upon. Without Carnival l'Morai,the citizens of l'Morai would turn upon each other.[9]

The living death is a sort of transformation, exile, and amnesia all rolled into one that provides the carnival freaks for the citizens to abuse.[10] For example, the Council decreed Hermos was guilty of disobedience to his parents and that he was to be punished by transforming him into a giant, stripped of his previous memories, and bound to the carnival as a performer.[1]
