The Skinner of Vallaki is one of the Restless Dead with a proclivity for flaying his victims alive. It used its Gaze Attacks for these purposes, drawing a victim in with one gaze attack followed by using its Paralyzing Gaze to incapacitate them. The Skinner often called upon Ratik Ubel to witness it complete these crimes, which Ubel indulged him in order to keep relations friendly with one of his information brokers.[1]
