The Skull-Bearers are devotees of the Rajian god Bhairava, the lord of ghosts. They engage in many behaviors which other Rajians consider revolting if not heretical: They occupy cemeteries, they fashion jewelry and utensils from bones, and they paint their skin with grave ash. However, the Skull-Bearers believe that their controversial behaviors merely the acknowledge the omnipresence, inescapability, and necessity of death as a part of the divinely-ordained natural order of the cosmos.[1]

The Skull-Bearers occupy the Funeral Ghats and other cremation grounds of Muladi. However, they may be found nearly anywhere throughout the city, begging. Foreigners might be surprised to learn that some Rajians do give to the Skull-Bearers. However, from the Rajian perspective giving to those in need is a meritorious act, and so giving to someone so despised must be especially meritorious.[1]

Unsurprisingly, Skull-Bearers are strongly associated with the undead, but related abilities are nearly always used to aid the living.[1]
