As originally presented in the Book of Crypts, Risibilos was merely the setting of the module Death's Cold Laughter[1]. Its nature as an Island of Terror, Pocket Domain, or even full domain was never specified. (However, since by default the adventure grabs the PCs from wherever they are,[1] Risibilos' nature could very well be implied.)
Risibilos formed due to the actions of King Doerdon, a humorless tyrant from Oerth who forbid laughter, executing those who laughed. After coming to Ravenloft, Doerdon found himself tormented by Puncheron, a jester and Doerdon's own personal shadow. Under the jester's influence, the law banning laughter changed such that all spoken statements must include laughter.[2] This law became known as the Laughing Law.[1]

The Nocturnal Sea Gazetteer added some details to Risibilos and Puncheron and made it part of Liffe.
Originally a small nation on Oerth, Risibilos was annexed by the Mists as a pocket domain consisting of a hamlet village and castle. The Darklord of this demesne was the jester Puncheron. It subsequently became a part of the Core and of the island domain of Liffe in particular.
The Land

As described in the Book of Crypts, Risibilos is a giant hill with various farms and hamlets littering its sides. At the top was a town surrounding the castle of King Doerdon, a structure simply referred to in the text as the Dark Castle. All of the buildings seem to droop or sag as if worn by age.[1]

The hamlet of Risibilos is, despite its population of just 130, a productive community with a large enough variety of merchants and servants to suit just about any adventurer. The stone-paved streets are typical of a Dark Age domain.
The People

The people are a dour, humorless bunch. They are not unfriendly, but a visitor can tell that they are not too happy with their lot in life. They begin every sentence they say with "ha ha ha".[3]
The Law

King Doerdon is the ruler of the land, but his court jester, Puncheron, is the real power. All subjects, save the king and Puncheron, are required under penalty of death to start every sentence with "ha ha ha".[4]

According to the Nocturnal Sea Gazetteer, Doerdon has fallen. (Puncheron, however, still lurks about the land.)[5] Baron Julyan Linklater is now baron.[6]
