According to the history records of Nova Vaasa, Prince Ingemar Bolshnik was the Prince of Nova Vaasa when the Lawgiver was said to have enacted his Second Judgement upon Nova Vaasa and ripped it from its home plane to bring it to the Core in 682 BC.[1] 
Ingemar is almost certainly deceased in the modern Ravenloft timeline.

Prince Ingemar Bolshnik should be confused with his descendent Ingemar, who is Prince Othmar Bolshnik's son and heir.[2]
