New Familiars in Ravenloft

I have a character who is an elf wizard. What level must I be to obtain a silver fox (Gazetteer I) as a familiar? And are there any alignment restrictions involved in takng one?

Seeing as the silver fox is a magical animal, you probably need the Improved Familiar feat before you can get it. After that, I imagine the usual restrictions on taking an improved familiar apply.

Silver Fox (Elven Fox): Small Magical Beast, CR 1/2, neutral. A swift, clever, silver-furred fox native to elven forests, such as eastern Darkon and Sithicus.

With a CR of 1/2 you could probably let this pass without the Improved familiar feat. (Most normal familiars ave a CR of 1/4) Check the Creatures pdf on Crystal Keep for similar low level familiars and at what caster level they are available. The pdf also conatins a normal, arctic and flying fox familiars that you could compare the CR with.
