Okay, in the "Intelligence of the Walking Dead" sidebar, it mentions that there are certain spells that can permanently raise the Intelligence of Obedient Dead, and then points the reader to Chapter Six: Necromancers for details. The closest thing I've seen there is a single paragraph about advancing Undead. What spells are they referring to, and where are they located? Maybe I've gone mad, but the only spells I can find in Chapter 6 are Create Undead, Create Greater Undead, Army of Darkness and Minor/Major Salience.

Necromancers have ways to create intelligent undead. That's what the book says. It gives three examples of undead. How about this:
Cast fox cunning and then geas on the corpse of a soldier that died following orders in a hopeless battle before animation. => Gives 4 intelligence.
The book doesn't give rules about that, but it is easy to think on something. BTW Lebentod are intelligent.

While I didn't see anything in VRGttWD on how to bestow intelligence upon mindless undead, there ia a 7th level Sor/Wiz spell in Libris Mortis that does just that. It's called Awaken Undead (page 62). The only problem I see with it is it has a duration of Permanent (D), which mean that a Dispel Magic could render your minions mindless once more (and it has a 200 XP casting cost).
