Help me find a domain I heard about once

So a few years ago, long before I got into the Ravenloft fandom, I had a friend (well, facebook friend) who was really into it and posted about random domains. (We're no longer in touch cause he turned out to be a bigot, but he opened my eyes to this wonderful spooky setting, so I guess something good did come out of it eventually.)

Anyway.

In one of his posts, he mentioned a domain whose darklord was an evil genius ever aspiring to become even more of a genius. He had a machine that drained other people's intelligence and transferred it to him, which he'd used on all his subjects. Now he invites scholars from other domains so he can feed on their minds too. His curse is that this way, he's forever surrounded by idiots and has no one to talk to.

It was one of the first pieces of Ravenloft lore I've ever read (and one that especially frightened and fascinated me at the time), but I don't remember how it was called, have yet to encounter it in sourcebooks, and failed to find his original post again.

Does anyone recognise it?

Doesn't ring a bell, so it's not a classic 3e era domain.

Could be a home-made creation.

I had one the project of making a list of all home-made domains, but there were too many from too many sources!

Looking at the article, it refers to everyone around him being idiots and imbeciles, so I believe this is what you're looking for. Unfortunately I think this paragraph description of him is all that exists.
