how would you use the muppets as terror tracks for power checks?

Not sure what kind of muppet you're refering to precisely, nor why you want this to happen, but in the spirit of offering actual suggestions:
Detrimental:
The character begins losing his sense of humanity.
The character begins losing his sense of identity, and becoming more of a puppet to fate or the strong willed individuals around them.
The character begins losing sense of personality and becoming a characterization, based upon the story at hand.
The character has no sense of personal motivation and will spend "off time" inactive, simply standing in a room, or in a corner, motivated only be external events.
Having lost his sense of humanity, the character has no concept of emotional injury and will invariably speak without considering the psychological repercussions on others.
The character, having become a puppet himself, will come to suspect everyone is being controlled by the people and situations around them, losing all belief in the concept of free will.
The character becomes weak against mind effecting/dominate spells
Benefits:
The individual will no longer need to eat or drink.
The character will cease to breath or sleep.
The individual becomes immune to back stabs or critical hits as his body becomes less human.
The individual becomes resistant to standard fear checks, though gains a phobia of fire.
The character's sense of pain is deadened and he can opperate until completely destroyed, (-10) rather than falling unconscious ... likewise he no longer needs to made system shock rolls.
The character becomes immune to magical healing and harming spells, however mend spells and tailoring (or carpentry, puppet making, whatever is appropriate for the type of muppet) skills can be used to fix damage.
If the character stands absolutely still, he is likely to be mistaken for an inanimate object - he no longer detects as living, nor gives off body heat.
I'm sure we could come up with some more, if more information was forthcoming.
