The letter from Gennifer to Laurie starts on page 8 and is the introduction to the Boritsi family. I may be a bit slow, but I don't recall reading anything there that confirmed Gennifer's lycanthopy.
So how have Laurie and Gennifer changed?

Has any else noticed that the Fates seem to love kicking Gennifer around? If anything bad happens to the Weathermay-Foxgrove sister, 9 times out of 10 it happens to her.
I wonder if it has anything to do with the Watch.

No, from the way I read the statement, I agree that it can be taken as a clue to Gen's infection. If you read the recent material, there are clues sprinkled throughout, some more obviouse than others. (and some less intentional, apparently)
