I'm very fond of this sourcebook, which details gameplay in a post-apocalyptic world, but I got to wondering- how could you merge the contents of this book with the contents of the D&D corebooks?
In other words, how would you use D20 Apcoalypse to create a post-apocalyptic fantasy world, or a world vaguely like RIFTS where the apocalypse created wizards and demi-humans rather than psykers and mutants?
If you can't answer that question, then here's another one, though this is more of a request. I'm looking for someone to help me design a "Necromagus" -a psionic necromancer, named after Sabbat the Necromagus from the "Judgement Day" storyline of Judge Dredd- as either a Core Class or a Prestige Class. Is anyone interested?

For a post appolyptic fantasy world you need to pick up the soursebook for the 2nd ed world of Athas in the Darksun setting. The entire world has faced the cataclysum with all the gods leaving, many nonhuman races killed in a genosidal war or ensalved for the gladiator pits, new muntant races (Thri'kreen are giant muntant bug people), new magic (Defilers need to suck life energy from the land to cast spells as the old magic is now gone), psionics run rampant, steel is more valuable then gold and large sections of the world (70%) are now a desert wasteland.

I guess the question is: how much like rifts do you want to go? Or, how much like D&D do you want to go?
If you want to keep a lot of tech around, I would suggest going fulol bore D20 Modern. If its rare, then D&D is best, with a few skills thrown here and there. Modern skills may be cross-class to everyone.
You could have some feats like:
Children of the Ancients
You are a decendant of the ancient people who once built mysterious devices. Over the centuries, your clan passed on a few secret teachings.
Req: This feat may only be chosen at 1st level, int 13+
Benefit: You may choose three modern skills as class skills. You may also take Modern feats.
Some future tech migth be still hanging around in the corners of D7D civilization. You just need to figure out where people would have went when the apocalypse happened, and what might prove useful for centureies.
For example, at sea there might be the rusted hulk of an oil platform, now used as a citital. From his towering pearch, a pirate king sends natural gas powered paddleboats to terrorize the coast.
A city might have sprung up around a hydroelectirc dam, and become a beacon of modern knowledge. Since its the only place where electric devices can function or recharge, its a mecha for ancient tech. There will even be electric lightbulbs - (bulbs last nearly forever if they're never turned off).
A steel foundary might be the crown jewel of the mighty Mercanalus Empire. These people conquered a massive kingdom with mass produced armour, swords, and most importantly, canned meat.
Airplanes may be gone, but a strange clan of mountain dwellers might have kept the secret of gliders - which they use to reign deadly javalins on the mutant hordes in the plains below.
His excellency Geroge XVII reigns supreme from his subterrainian palace. His surface-dwelling slaves toil under the rule of The House, an aristocracy formed by the survivoring nobility from the apocalypse. The House and their figure head king plot to conquor the local land mass and reunite it as the kingodm of the ancients
