Right now Tom is more concerned about Elissa, he doesn't say her name on purpose because the Watch might already know that she has been upducted. He also doesn't mention the wedding so nobody will know that Elissa and Richard plan to get married.
I think only Alfonse knows that there is a second party that would try to get Richard (and probably get him killed as well...). We have only seen the crest with his family colors.
