The Huntsman is basically actively watching and listening for the bandits horses. A quick question it is windy and there is a light rain outside correct? If so he is casting call lightning. It takes 1 turn to cast, so ten minutes.
History prefers legends to men. It prefers nobility to brutality, soaring speeches to quiet deeds. History remembers the battle and forgets the blood. What ever history remembers of me if it remembers me at all, it shall only be the fraction of the truth.

It's not a storm, but yes, there is some wind and rain. Spell noted.

Okay, I know it says storm but it also says clouds and wind, rain, a tornado and etc. Either that is what he is doing for the next 10 minutes.

Is the window big enough so a man can pass through it?

When pokes the rattle Filbert has ready action to jump back if something happens.

Right.

He's brewing up a storm.

He should hire a bard to follow him around and play stuff like:

Delight is to him- a far, far upward, and inward delight- who against the proud gods and commodores of this earth, ever stands forth his own inexorable self.

Yes, a man might squeeze through it. For a halfling it would be easy.
