Whäl is an frosty island and domain within the Sea of Sorrows. The people are expert fishers, whalers, sealers, and shipbuilders. St. Hallen, a city of 15,000 people, is the capital of the nation and is governed rather simply by a an official elected by a council of the collective ship captains. Regardless of who they choose, Captain Jacobi Robertsonn exerts an informal, but still powerful, influence on the government of Whäl. He is the darklord of the domain.[3]
