Stephen Bartov is Steward of Foreign Relations for Gustavstan. Works with Edgar Viicki, the Steward of Defense to stave off war with Falkovnia, yet they are in a power struggle together regarding control and power over the state of Gustavstan. In this power struggle, Bartov is supported by Gunther Sirsti. Bartov is calling for a Gustavite navy to be created[1]
