Watch companies, rather than state-sponsored militias, enforce the peace in Richemulot. These companies are owned by the noble houses of Richemulot, and each Watch Company ultimately puts the interests of its sponsoring noble house first, though the watchmen are supposed to uphold a sense of common decency and obey a code of honor (as well as pomp and circumstance).[1]
