The Last to Follow is the third and final wave of attacks in the Headless Horseman's arsenal. Like The First to Follow, the Last to Follow is a mob of reanimated heads of the Horseman's past victims, usually swarm the survivors of the Horseman's attacks en masse.^[1] However, unlike the First, The Last to Follow is a group of flying reanimated heads are not normal humanoid heads; instead, they are the heads of medusae and maedar.^[2]

The flying head of a medusa can strike with multiple times with her snake bites, but fortunately the normal medusa gaze for petrification has been replaced with one that causes paralysis. However, the Dark Powers have changed the powers of the maedar head from changing stone to flesh to recasting spells targeted at the Headless Horseman or the other heads back at the Horseman's foes.^[2] Note that the First to Follow were never updated to 3rd Edition. Hence, all creature types below are speculative.
