Bonds of Fear

Also known as the Dimensional Shackles, the Bonds of Fear is a powerful magic item in the form of a set of manacles. It prevents extraplanar travel such as teleportation and confounds the senses with a cloud of fog that surrounds bound person. It also dampens their voice such that the loudest the person can possibly speak sounds like soft whispering.
