Renaissance France, or Victorian England?

So, why is this domain considered to be based on Renaissance France? The language is French-based, yes, but honestly the feel I get for it is more reminiscent of Victorian England; haughty, arrogant, technologically advanced... the abundance of mind manipulators reminds me of various "penny dreadful" stories; the mysterious mastermind weaving tendrils of deception and illusion just feels like a very Victorian England "pulp" sort of story.
