Mikhail Drakov is the director of the Ministry of the Arcane[1], and son of Vlad Drakov.
Mikhail was the black sheep of the family for his interest in magic, and might have been disowned had not his father a need of a lackey among the arcanists of the Radiant Tower. Mikhail became an accomplished wizard under their training, but he rose through the ranks more for his loyalty than his talent.
