Canonically, yes.

In Roots of Evil, Strahd is briefly returned to Prime Material Barovia, where the current Queen is Tatiana’s reincarnation. But simultaneously, Tara Kolonya is in Barovia, according to the Black Box and they are both Tatiana.

Also during Vampire of the Mists, Jander falls in love with a woman in an asylum who is Tatiana, but also Strahd has just lost the latest reincarnation in Ravenloft at the same time.

So they can exist but not on the same world?

I would say "why not?" Breaking rules in favor of drama is a good thing, after all.

That seems to be the case. I think its supposed to imply that there's a part of Tatiana Strahd will never be able to get his hands on, as she's always free. And it's interesting as the one Jander meets is implied to be the actual Tatiana, but it's still ambiguous. It maybe that as he met her closer to the night of the massacre at Castle Ravenloft her mind hadn't had a chance to heal as much as when we meet the Queen of Barovia in Roots of Evil.
