On second thought, I have a player and a character who could very easily be manipulated into being the first person ever to become a Toben zombie by way of venereal disease...

A freshly dead corpse could make for extremely effective false-flag or infiltration work by Toben. Imagine if Toben smothered the mayor one minute, then seized control of his still-warm body the next and began ratifying laws. Or a general is drowned in his bath and then Toben gets him up to order disastrous large-scale military actions.

Granted, both of these are a bit insidious for the current discussion of Toben, which seems to veer more towards the deranged taunting joker type of personality.

WHOA!! Time out! Let's not get into that. I'm pretty open-minded when it comes to sexual content, but that's going too far even for me. The idea of supernatural diseases, like the Shadow and Zombie Viruses being venereal...okay, I can accept that. But let's not go any farther.

We are in the Jokes Toben would play from a position of power. Some stiff Lawgiver cleric for example, could make a target for Toben.

Even better. Toben takes over multiple officials and has them issue conflicting orders that have their living followers scramble to keep up. The more bizarre, meaningless, confusing and contradictory the better. Then make the consequences for disobeying the orders just as bizarre and brutally harsh. And suddenly your Ravenloft campaign has veered into Paranoia territory.
