I like Rookhausen. I'd modify and add to it for my own campaign, naturally. I don't care for Von Terg as a surname. Of course, it might just mean ''of the Tergs''; more of a title than a surname. I see the Tergs as being somehwat similiar to the Ottomans. I'd just add a few exotic touches, like prominent men wearing turbans, or the yataghan being a traditional weapon. Of course, the two cultures haven't remained seperate and unmixed. I was also thinking the Mirari might be a Tergish merchant family.
Were I to draw up a new domain with Tergs, I'd probably tie the history into Rookhausen somehow. Maybe Janisar sent out an expediation which became lost in the Mists? They could have been looking for Barovia, or perhaps a way back the wherever the Tergs originated.

Have you thought about adding the Tergs to the Amber Wastes? The idea of Rookhausen being an enclave in the Core is a good one, but I think they might deserve a bigger homeland.
I agree on the Ottoman bit, too; I've been half-working on expanding the Amber Wastes to include a number of Middle Eastern and North African flavored Domains, and the Tergs seem like the most logical link between the Wastes and the Core to me.
As a thought, I think at least one Tergish villain should hark back to Strahd's time; one of the pillars of Strahd's existance is that, despite it all, he beat back the Tergs and liberated his homeland. The ghost or ancient dead of the Terg leader responsible for /starting/ that crusade in the first place suddenly coming back into his life, even if only in the subtle, distant way fellow Darklords can interact, well, damn, that'd shake Strahd the heck up, wouldn't it?
As far as a curse for this hypothetical Darklord, I figure that the dynamic conquering crusader now has all the time in the world, now, but is unable to establish the direct control he or she had while alive; instead, he has to play the manipulating Vizir, and even then, can only really watch as his country and culture adapt new customs, technologies, and even the infadel Church of Ezra/the Morninglord. What would a violent religious conqueror hate more than having to rule over a country that's become tolerant and cosmopolitian?

I actually think I might like to take a shot at recreating him at a lower level. I am pretty sure I remember that the chosen level was a target I picked due to it being where you get greater rage in 3.0, whereas 3.5 lets you get it earlier.
Also, I would probably remake Rookhausen as a much smaller city. I originally was trying to plan for it not to feel tiny if it was holding large numbers of players. It should certainly be a lot smaller than Necropolis.
