A further question. As Vincent has been cursed to become a Nosferatu by the Dark Powers, rather than being bitten and turned, does he have to be a Fledgling?
I assume that the Dark Powers can attribute power as they deem fit?

yeah, the whims of the dark powers are the whims of the dark powers. I can't think of a canon example offhand, but I wouldn't bat an eye if the Dark Powers enhanced a newly-made vamp to a more powerful status. (Yes, there's Lyssa, but that's a weirder case)
