Honestly, putting the monster down is only a tiny part of the story. Dealing with the various consequences of the monster's actions leaves a whole slew of potential stories. I could see an entire campaign, or at least a large portion of one, growing out of this.

I think it's fairly easy to determine when Modify Memory provokes a DP check. It is, essentially, a firm of lying. The rules already provide guidelines for when lying triggers a check, and I think that's a good yardstick.
