I was surprised at that some of the of the Smurfs other enemies haven't really been mentioned.

I would probably live in Lamordia, its always seemed to be pretty much the safest domain, even with Adam and Mordenhiem both of who apparently care little about the local population as long as people don't bother them...

Okay, lengthy actual discussion of what you wrote: Firstly, the Kargatane never worked for Wizards or TSR save for Mangrum. So it would be impossible to “give it back” to them.
