The Wounded City - Encounters

Are infrequent at best. All encounters are with humans, but exactly what sort of human varies. Anyone who breaks a law can expect to encounter either a mob or the police force, who wield scimitars and wear robes thick enough to grant them AC 8.

In this hopeless atmosphere, many cults promising salvation have cropped up.
Most hunted of these is a group which preaches that the forces of law ruling the city have sold their souls for their authority, and that responsibility should be avoided at all costs. They are led by Harun al-Eritan, a street preacher who has subsequently become the most wanted man in the City. Harun has been preaching of the Vizier's evils for so long, and evading the constables while doing so, that he has become a legend among those gossips who have yet to lose their tongues.
