Actually, this was a kid's movie that showed on HBO in the mid-80's. It was based on a book by the same name.

Book and sequels which spawned a TV show as well and has a lot of overlap with early Potter.
I find them entertaining for how un-standard they are. You hear the name "worst witch" you picture clumsiness and slapstick. But the books and show had much more than that. Different standards in children's programming between Britiain and the States..
