Sounds like it certainly could be, anyway. Ravenloft has always had more interesting magic items than the stock D&D items, or at least has seemed that way to me. Items with backstories, unique abilities, and *gasp* NAMES. The vast majority of the fare in the DMG is bland and uninteresting to me, and the unique items in Ravenloft (like the Timepiece of Klorr, of which I am a big fan) are a nice change of pace. If this book is focused on more items like that, and hopefully suggestions on how to create items like that, then it may be worth my money.

It is WotC for 3E so I imagine much, if not all, will be high level and epic goodies for players. Much of it with heavy mention of alternate races, dragons and the like. Even though humans are reputed to be the most common race and with 3E one of the better ones they're still ignored.
Might have some nice ideas to pilliage though.
