I don't have the Falkovnian Gazetteer handy, but is it ever specified that he himself is a kobold? His army is, but is he?
Technically he's recorded as being one, but there's no stat-block entry, so S may have been misinformed. Consider that her sources probably were not first-hand witnesses, but were passing information along. I don't think Talons would have a lot of ranks in Knowledge skills to identify their foes. A lizard is a lizard.

The author of the Gaz chapter in question once taunted us with his knowledge of the 'truth' of the matter but of course did not reveal what that might be . . .

I was considering a Baaz draconian, but as I recall, they turn to stone themselves when they die, rather than petrify their opponents. Unless the DP's twisted this "death throe" into an attack form, this would only allow the Basilisk to earn its reputation posthumously.

Well maybe some dead and petrified Baaz Draconians near the kobold's lair are the true source of the name.

Hmmm...perhaps the previous leaders were baaz draconians, and the Basilisk killed them and took over? That would be hilarious if the Basilisk was just as shocked as anyone else, but bluffed its way into taking credit for it!
