WOTC has posted a general background for 4th Edition elves. While they're much like the D&D elves we know, there are a few subtle changes which, I think, supports the "mysterious faerie" archetype.
The most obvious is:
Elves, sometimes also called wood elves, wild elves, or sylvan elves, usually gather in tribes or bands composed of three or more families.
