MoRD traits and disabilities Book of S article

I'd like to adapt an article from one of the Secrets of the Kargatane Book of S downloads, but I can't relocate it. It concerned 2nd ed. Player's Option rules for traits and disabilities. An example I remember included addiction. I want to use them so as to expand available feats for a solo RL campaign, where the poor soul really could use more feats at a lower level. I hope to balance the cost in 'anti-feats', aka disabilities. Can someone tell me where to look?

Don't knwo the book of S article offhand, but Unearthed Arcana has a system of flaws you might want to look into. I believe it was 2 flaws buys a feat, or something like that.
