Looking for a movie

[Jack the Reaper]

Perhaps this question is not so related, but I became desperate...

Around the year 2000 there came out some horror/thriller movie about a serial murderer who kills women (I remember the year, 'cause I saw the trailer of this movie when I was a fresh recruit in the army, and that was on 2000). The murderer taunted the detective on his trail by sending him a picture of the woman he planned to kill next (without her name), and challenged him to locate and save her before he's done. Now the detective had to find this face among the millions of the city.

All those years I asked myself: how did the detective make it (assuming he did)? And the problem is, I don't remember the movie's name, only the details I mentioned above. I searched the wiki but had no success. So if anyone can fill me in with the movie's name, the rest will certainly be an easy work. Thanks in advance!

As to the Ravenloft relevance, I'm sure this concept can neatly fit to Zherisia or any similar setting...
