This is a remake/update of of Prof Pacali's Blade Brothers build from the WotC boards.
Notes: I changed the Fighter levels to Thug and Swashbuckler as they fit these roguish fighters much better. I changed a few feats to emphasize ranged combat more. They lost Weapon Specialisation but gained Insightful strike +2, lost Expertise but gained Weapon Finesse, lost Dodge but gained Grace. Also they gained a lot of skill points to spread around.
The Blade Brothers
Male Vistani Thug 2/Swashbuckler 3/Master Thrower 3; medium humanoid (human); CR 8; HD 5d10+10+8d8+6; hp 56; Init +6; Spd 30'; AC 17 (touch 17, flat-footed 11); BAB/Grapple: +8/+9; Atk +1 returning dagger +16 melee (1d4+4) or +1 returning dagger +16 ranged (1d4+4); Full Atk +1 returning dagger +11/+6 melee (1d4+4), or +1 returning dagger +16 ranged (1d4+4) and masterwork dagger +11 ranged (1d4+3); SA: deadeye shot, doubletoss, evasion, evil eye, grace +1, insightful strike +2; SQ: Skurra-vera mask, Vistani Traits; SV Fort +10, Ref +12, Will +6; CG;
STR 12, DEX 22, CON 14, INT 14, WIS 17, CHA 13;
Skills and Feats: Balance +8, Bluff +10, Climb +8, Craft (weaponsmith) +13, Intimidate +4, Jump +8, Perform (Act) +10, Sense Motive +10, Sleight of Hand +14, Spot +8, Tumble +12; Point Blank Shot, Precise Shot, Quick Draw(B), Ranged Pin, Weapon Finesse(B), Weapon Focus (dagger), Voice of Wrath(B);
Gear:+1 returning dagger, +2 vest of dexterity, +1 sash of protection, 10 or more self-crafted masterwork throwing daggers, some of them made from different materials.
Skurra-vera mask (Su): This protects a vistani or half-vistani from the effects of the Twisting. They can't speak (and thus can't use the Voice of Wrath) though or they'll loose this ability. They use the Bluff and Sense Motive skills to communicate among themselves. As they loose the use of the Voice of Wrath feat I suggest giving them the benefits of the Secret Society feat from Heroes of Light as long as they wear the mask. The feat gives (+2?) bonuses to Bluff and Sense Motive when communicating secretly.
Notes: Juggling is actually handled by the Sleight of Hand skill (see it's description here). With no armour the Blade Brothers often make use of the fighting defensively or even total defense combat maneuvers, getting the appropriately higher bonuses from their high tumble skill.

In this ENworld thread there are loads of very nice NPCs/encounters built for 3.5 (and some for Pathfinder).
Among them the Scion squad (a squad of low level NPCS/PCs using the UA bloodline rules), a lich treant ex-druid 11/blighter 9, The Spectral Huntsman, a ghost gnoll ranger 4, a death knight, Hfuhruhurr a psionic Brain in a Jar (from Libris Mortis), a Swarm-Shifter Undead Fiendish Dire Weasel(!?!), an advanced ghast bard 4/shadowdancer 4, Grendel (an advanced troll), a titanic housecat of legend, and many many more.

I Am You, CR 10 ( NE Doppelganger Warrior 1/Mindspy 2/Chameleon 5) complete with different personas.
