Since it's one that wants to raise awareness, instead of selling sleeze it could go two ways like a corrupted verison or make the domain a hyper-Victorian one that any positive potrayal is knocked down as the people suffer from excessive breeding and overpopulation.

Even I don't believe it was to "raise awareness." Sex sells. The money that place would make in the first year alone is estimated to be in the hundreds of billions. Looks like the communists were taking down a potential rival for power.
