How would we do a good god-brain? You know the elder brain dark lord?

How would you fine people do the lady who lost her head(literally,I forgot her name) I do know that she can put a new head on to gain temporary powers that are unique to the head.

How would you fine people build ravenloft style gensai?
This is mostly for curiosities sake. But it would make for a interesting campaign to say the least.

What would be the stat be for her and her friends? I could picture swiper as a minor dark lord of sorts or at least a minor antagonist of sorts.
