I think a good default answer to any potential mechanical shenanigans with the Midnight Market is "You can do it, but it will cost you." As you say, economics abhors a vacuum, and chances are good that whatever the PCs come up with, some merchant or other has already had that idea.

It's the Midnight Market -- make it a service you have to buy. Sure, you can try to find a little corner to doze for a while, but even if you find one you might end up with some very freaky dreams that don't grant any real rest (AKA, no healing, no spells regained). Eh. Some of it is because, honestly, I don't like them all that much by this point. Keep in mind, I wrote this ten years ago, and looking back at it tends to make me cringe. (I was so very emo). Oh, this died a hideous death years ago -- I nearly fell off my chair when I saw someone repost it. You can find a couple of the fey in the latest QtRs -- The Midnight Market, Cecil, Brum, and the Elegist. I might send some more in, though I think the remainder are generally less interesting.

To be fair, the setting as is is pretty much written with all humans, and the fantasy races lobbed into Darkon or Sithicus. It would be a very different story if we had, say, a couple of Dwarf-centric domains in the middle of the Core. I'd also say that while Aasimar and Tieflings and what-have-you ...

One of my regrets is that there was never a netbook compilation of the other, more minor FoS members that populated the Evening with the Fraternity. I mean, after all, a campaign typically needs rather more rank-and-file than it does high Umbra. I suppose by this point too much of the info has passe...

For the record, Pathfinder's Horror Adventures has a Waxwork Creature template. They're still a bit geared towards lower APL parties, but you can certainly make CR 10-12 Waxworks with a little effort.

I've always been relatively blase regarding CLs -- I tend to treat it as less 'difference in century' and more 'backwoods pseudo-Balkan nowhere and advanced, near-steampunk Western Core'.
