Just a wild guess here but maybe the mistway scenaio was established before the full details regarding BJ's identity became known, or it's just another red herring a la Ravenloft.

My feeling on it is that Paridon could use a bit of nudge technologically, maybe not to the point of repeating rifles, fully-fledged steam locomotives and such to avoid bleeding into MotRD territory, but a few little upgrades here and there would do it no harm.
