I ran into the same issue. For my game, I've ignored the bonus spell entirely, and just added the +1 into the total number of spells the mystic can cast that level. I've also tried to add spells from other sources outside of just the core rulebook.

No worries! I actually found out that since the RPGA modules are property of Wizards, only Wizards can distribute them. Sadly, they don't have any plans to do so. C'est la vie.
