I think their power should be less directly political in most cases. They could wield a lot of influence, be masters of the criminal underworld, or head a major trade guild. Their conflicts and goals should also be the major shaping forces of the city.

The original scale worked fine for me. The mutable scale of the d20 version just felt too strange to me.
