THAC0 is arithmetic. I can't believe many gamers have problems with subtraction. Anyway, just go with the edition you prefer. I think their power should be less directly political in most cases. They could wield a lot of influence, be masters of the criminal underworld, or head a major trade guild. Their conflicts and goals should also be the major shaping forces of the city.

From what I can recall, the 2E version of the adventure (House of Strahd) has relatively few changes from the 1E once you get inside the Castle itself. The original scale worked fine for me. The mutable scale of the d20 version just felt too strange to me.
