I think maybe the best way of handling the DL is make the guillotines actually being possessed by a Robespierre like figure. He goes from guillotine to guillotine trying to get them to execute nobles. Anyone in power is considered to be a noble by the DL. Totally mad at this point it doesn't matter to him if they are true nobles, plutocrats, military dictators or even elected officials, as long as they are in charge he considers them nobles.
