A harbor is an at least partially settled landform that either could or does serve as a port. Habors can be natural or man made. They are very often bays or coves, but not all bays and coves are suitable for harboring ships and transferring cargo. Harbors need not be in constant use. Smugglers in particular rely upon small, little used natural habors.
