The so-called "Opium King" of East Riding[1] He is mainly a trader of spices, but he also uses his fleets to bring in Hazlani opium. Sometimes he blends the two to addict buyers of spice.[2]
Through blackmail and extortion, Javier hopes to drive a Ghastrian noble to such dire straits that he can purchase a noble title on the cheap.[2]
