Every century the rule of the domain passes to him for a year outside of that year he is a powerless geist that can only watch things fall apart. Abd-Al-Mamat has no way of closing his domain so if he wants to prevent people leaving he needs to send the city gaurd after them. During that year he rules with an iron fist with mutilations and executions being common. After a year of rule a whirlwind of swords comes out of the desert and cuts him to pieces. After about a century parts of his body start returning and when the last piece is put into place he returns fully and rules again for a year.
