The unusual lord of Chelleaux is an object: the guillotine. Not any guillotine, but every guillotine in the land. Mademoiselle Guillotine was so feared, the device so anthropomorphised, through the Mists it took on a life of its own.

Current Sketch
Mademoiselle Guillotine is not a single guillotine, but all guillotines. Sentient and thirsty for blood, she can influence people around her, driving their mania. She can exaggerate their thoughts and emptions, and occasionally push the suggestible into action.
As much of an idea as a real object; as long as people fear "Mademoiselle Guillotine" she has power. However, she has no direct influence with no guillotines present.
Curse
Powerful yet impotent, Mademoiselle Guillotine can only influence those nearby a guillotine. Without the current civil unrest she would quickly lose influence.
